The Embassy of the United States of America presents its compliments to the Ministry of Foreign Affairs and has the honor to refer to the Agreement between the Government of the United States and the Government of the French Republic, signed December 23, 1948, for free entry and free inland transportation of relief supplies and packages, the Annex thereto signed January 31, 1950, and the Amendment signed August 3, 1950 of said Agreement and Annex.


The enactment into law of United States Public Law 400, 82nd Congress (The Mutual Security Act of 1952) amends the Mutual Security Act of 1951 by adding a new section (533) which reads in part as follows:


"The authority to pay ocean freight charges on shipments of relief supplies and packages under Section 117 (c) of the Economic Cooperation Act of 1948, as amended . . . shall be continued and may be exercised after June 30, 1952, by any department or agency of the Government that the President may designate".


Since the applicable provisions of United States law are no longer administered by the Economic Cooperation Administration, the Embassy has the honor to propose that, as of July 1, 1952, references to that agency in the above-mentioned Agreement, Annex and Amendment shall be deemed to include any agency of the United States Government designated by the President of the United States to carry out the functions prescribed in Section 535 of the Mutual Security Act of 1951, as amended, and that the reports provided for in Article V of the Agreement of December 23, 1948 shall be submitted to the Embassy of the United States of America, at Paris, in a form mutually satisfactory to the Government of France and to the Embassy.

Le Ministere des Affaires Etrangeres presente ses compliments a l'Ambassade des Etats-Unis et la remercie de l'obligeante communication par laquelle elle a bien voulu, en se referant a l'Accord francoamericain du 23 decembre 1948 relatif a l'entree en franchise et aux facilites accordees aux envois de secours en provenance des Etats-Unis, lui faire savoir que, conformement aux dispositions de la Loi no 400, 82eme Congres (Mutual Security Act de 1952), il est desormais stipule que les obligations de l'Administration de Cooperation economique prevues par cet Accord seront dorenavant assumees par un nouvel organisme gouvernemental designe a cet effet par le President des Etats-Unis.


L'Ambassade des Etats-Unis a Paris ayant en consequence, fait savoir au Ministere des Affaires Etrangeres qu'elle se propose de remplacer l'Administration de Cooperation economique (E. C. A.) dans ces activites et ayant exprime le desir que lui soient soumises selon une procedure satisfaisante a la fois pour le Gouvernement francais et pour elle-meme, les diverses questions posees lors de l'application des dispositions du "Mutual Security Act" de 1951 (paragraphe 535) ainsi que de l'Article V de l'Accord franco-americain du 23 decembre 1948, le Ministere des Affaires Etrangeres a l'honneur de faire parvenir son accord a l'Ambassade des Etats-Unis sur ce qui precede.


Le Ministere des Affaires Etrangeres saisit cette occasion pour renouveler a l'Ambassade des Etats-Unis les assurances de sa tres haute consideration./.

The Ministry of Foreign Affairs presents its compliments to the Embassy of the United States and thanks it for the favor of the communication by which, with reference to the Franco-American Agreement of December 23, 1948, relating to the free entry and to the facilities accorded relief shipments coming from the United States, it was so good as to inform the Ministry that, in accordance with the provisions of Law No. 400, 82d Congress (Mutual Security Act of 1952), it is henceforth stipulated that the obligations of the Economic Cooperation Administration contemplated in that agreement shall hereafter be assumed by a new government agency designated for that purpose by the President of the United States.


The Embassy of the United States in Paris having consequently notified the Ministry of Foreign Affairs that it intends to take the place of the Economic Cooperation Administration (E. C. A.) in those activities,  and having expressed the desire to have submitted to it, in accordance with a procedure satisfactory both to the French Government and to itself, the various questions arising at the time of the application of the provisions of the Mutual Security Act of 1951 (paragraph 535) as well as of Article V of the Franco-American Agreement of December 23, 1948, the Ministry of Foreign Affairs has the honor to inform the Embassy of the United States of its agreement on the foregoing.


The Ministry of Foreign Affairs avails itself of this occasion to renew to the Embassy of the United States the assurances of its highest consideration.
