PORT VILA ELECTRICAL SUPPLY


To control the use and installation of electric light and power at Port Vila.


1. Rules governing electric current installations


(1) The installation of material to convey electric current for lighting or power produced by the power house at Port Vila of l’Union Electrique Vanuatu Limited (hereafter called the concessionaire), whose concession to supply such current under the provisions of the contract with the Joint Administration dated the 10 May, 1939, commenced on the 1 October, 1941, shall be governed by the following rules –


(a) the rules laid down by "l’Union des Syndicats d’Electricité" dated 9 January, 1929; or


(b) the Standards Association of Australia Wiring Rules Part 1 (Wiring Methods) dated January, 1940.


(2) The above rules may be substituted for others by Order of the Minister.


(3) The concessionaire shall maintain copies of the above rules at their office at Port Vila available for inspection by prospective clients and installation contractors.


2. Inspection of installations


(1) The concessionaire or its agent shall have the right to examine every installation attached to the network of the concessionaire and to refuse to provide current if it considers any part of such installation is ineffective according to the rules aforementioned.


(2) There shall be an appeal against such decision to the Principal Energy Officer whose decision shall be final.


(3) The concessionaire and its agent and the Principal Energy Officer shall have the right to enter any building or other place for the purposes of such inspection as aforesaid and any obstruction thereto shall be considered an offence against this Act.


3. Appointment of Principal Energy Officer


(1) There shall be appointed a Principal Energy Officer (Agent de Contrôle) who shall be a public servant and whose functions shall be –


(a) to inspect and report to the Minister on any electrical equipment he considers defective or dangerous under the provisions of this Act;


(b) to settle technical disagreements between the concessionaire and its clients; and


(c) to advise the Minister generally on the working of this Act and the terms of the concession.


(2) These functions may be modified or amended by Order of the Minister.


4. Restrictions on the flying of kites


It shall be an offence to fly a kite within 200 metres of any wire of the exterior network of the concessionaire at Port Vila.


5. Penalties


Any offence against this Act shall be punished on conviction by a fine not exceeding VT15,000.
