ORAL RULING


1. The Court does have power to make enforcement orders against the VCMB. Although owned by the Government, its Act has provisions which render it independent of the Government, specifically s. 6, 16, 7 (g), 9. It is an agent of the Government for commercial transactions but not an organ of it.
