Agreement in Health Cooperations between the Ministry of Health and Medical Services, Republic of Kiribati and the Department of Health, Executive Yuan Republic of China (Taiwan) [2005] PITSE 1 (15 August 2005)


AGREEMENT IN HEALTH COOPERATION BETWEEN THE MINISTRY OF HEALTH AND MEDICAL SERVICES, REPUBLIC OF KIRIBATI AND THE DEPARTMENT OF HEALTH, EXECUTIVE YUAN REPUBLIC OF CHINA (TAIWAN)


(Taipei, 15 August 2005)


ENTRY INTO FORCE : 15 AUGUST 2005


THE MINISTRY OF HEALTH AND MEDICAL SERVICES, OF THE REPUBLIC OF KIRIBATI, AND THE DEPARTMENT OF HEALTH, EXECUTIVE YUAN, OF THE REPUBLIC OF CHINA (Taiwan),


HEREINAFTER referred to as “the Parities”,


DESIRING to improve the general health of the peoples of Kiribati and Taiwan, and


STRENGTHEN further the ties of friendship and cooperation in health and medical programs between both countries.


HAVE AGREED AS FOLLOWS:


Scope of the Agreement


1 For the purpose of this Agreement:


(a) The Republic of Kiribati's vested interest raider this Agreement relates specifically to the Ministry of Health and Medical Services area of jurisdiction and mandate, and includes the functions, responsibilities and authorities assigned to it by its Government.


(b) The Republic of China's (Taiwan) vested interest under this Agreement relates specifically to the Department of Health, Executive Yuan, area of jurisdiction and mandate, and includes the functions, responsibilities and authorities assigned to it by its Government.


Responsibilities of the Parties


1. The Parties may designate a representative agency to administer this Agreement on their behalf, The Department of Health, Executive Yuan, of the Republic of China (Taiwan), designates the Embassy of the Republic of China (Taiwan) to the Republic of Kiribati as its representative agency.


2. The Parties and/or representative agencies shall:


i. Conduct annual review meetings to ensure the successful implementation and effective delivery of the health and medical cooperation programs facilitated under this agreement;


ii. Promote and facilitate the sharing of information on matters relating to health and medical activities, including information on communicable diseases (such as tuberculosis, dengue fever, and HIV/AIDS) and non-communicable diseases (such as diabetes, cardiovascular diseases, cerebrovascular diseases, gout, and hypertension); disease arising from unhealthy lifestyles (such as obesity, smoke and alcohol abusive related diseases) and, genetic and 'environmentally; contracted diseases;


iii. Promote and facilitate the development of information networking in health and medical activities with academic, government and non-government and social and traditionally recognized institutions;


iv. Promote and support the progression and recognition of the parties with the international, governmental and non-governmental organizations;


v. Promote and support health and medical cooperation programs through exchange and training schemes;


vi. Promote and support health awareness and education processes, in particular, with respect to diseases that are unique and prevalent in the Pacific region.


Application of this Agreement


1. Arrangement for the funding of exchange and training schemes facilities under this Agreement shall be reviewed regularly on a case-by-case basis.


2. This Agreement shall enter into force from the date of signing by both Parties.


3. Either Party may request consultations on any issue covered under this Agreement by written notice.


4. Either Party may suspend the application of the Agreement and shall notify the other Party of its decision in writing as soon as possible. The notice shall contain reason(s) for suspension.


5. Either Party may terminate this Agreement by giving three months’ written notice in advance to the other Party.


IN WITNESS WHEREOF the undersigned, having been duly authorized by their respective Governments signed this Agreement:


In Taipei, on the 15th day of August 2005 in duplicate in the English language.
