ARRANGEMENT OF SECTIONS.

Education (Boards of Studies) Regulation 1986

MADE by the Head of State, acting with, and in accordance with, the advice of the National Executive Council under the Education Act 1983.

PART I. – BOARDS OF STUDIES FOR COMMUNITY SCHOOLS AND HIGH SCHOOLS.

  1. MEMBERSHIP OF BOARDS OF STUDIES FOR COMMUNITY SCHOOLS AND HIGH SCHOOLS.

Subject to this Regulation, each Board of Studies established by the Minister under Section 27(1) of the Act for community schools and high schools shall consist of the Departmental Head or his nominee, who shall be Chairman, and the following members appointed by the Minister:–

(a) four persons to represent the views and interests of the Department of Education;

(b) four headmasters or principals appointed on a regional basis to represent the interests of headmasters and principals;

(c) one inspector to represent the interests of the inspectorate;

(d) one person nominated by the Papua New Guinea Teachers Association to represent the interests of the teaching profession;

(e) one person nominated by the Churches’ Education Council to represent the interests of church education agencies;

(f) no more than two persons with relevant experience in teacher education;

(g) no more than two persons to represent any other interests considered by the Minister to be appropriate.

  1. ALTERNATE MEMBERS.

(1) The Minister may appoint an alternate for each member appointed under Section 1(a) to (g) inclusive.

(2) The alternate shall represent the interests represented by the person for whom he is alternate.

  1. FUNCTIONS OF BOARDS OF STUDIES FOR COMMUNITY SCHOOLS AND HIGH SCHOOLS.

The functions of each Board of Studies for community schools or high schools are–

(a) to advise the Minister on each of the matters set out in Section 27(1) of the Act in relation to the class of schools for which the Board is responsible; and

(b) to advise the Minister on any other matter relating to the curriculum which it considers appropriate; and

(c) to consider any matter relating to curriculum referred to it by the Minister and to provide him with appropriate advice; and

(d) to carry out such other functions relating to the curriculum as the Minister may consider can be conveniently undertaken by the Board.

  1. PROCEDURES OF BOARDS OF STUDIES FOR COMMUNITY SCHOOLS AND HIGH SCHOOLS.

(1) A Board of Studies for community schools or high schools shall meet at least once in each year and more often if convened by written notice to the members.

(2) A quorum at a meeting of a Board of Studies for community schools or high schools is 50% of its members of which the Chairman shall be one.

(3) All questions at a meeting of a Board of Studies for community schools or high schools shall be decided by a majority of the votes of the members present and voting.

(4) The Chairman has a deliberative vote and, in the event of an equality of votes on a matter, also a casting vote.

(5) The Chairman shall appoint a Secretary to the Board of Studies for community schools or high schools.

(6) A Board of Studies for community schools or high schools shall cause minutes of its proceedings to be kept and the Chairman shall forward copies of the minutes to the Minister.

(7) Subject to this Section, the procedures of a Board of Studies for community schools or high schools shall be as determined by the Board of Studies.

  1. COMMITTEES OF BOARDS OF STUDIES FOR COMMUNITY SCHOOLS AND HIGH SCHOOLS.

(1) Each Board of Studies for community schools or high schools may appoint a Committee or Committees to advise it on curriculum matters.

(2) The membership and procedures of a Committee appointed under Subsection (1) shall be as determined by the Board which appoints it.

PART II. – BOARD OF STUDIES FOR TECHNICAL COLLEGES.

  1. MEMBERSHIP OF BOARDS OF STUDIES FOR TECHNICAL COLLEGES.

Subject to these Regulations, each Board of Studies established by the Minister under Section 27(1) of the Act for technical colleges shall consist of the Chairman and the following members appointed by the Minister:–

(a) three persons to represent the interests of the Department of Education including one person with experience in teaching the relevant course;

(b) eight persons to represent the interests of employers including representatives as appropriate of other Government Departments, Statutory Bodies, Commerce and Industry;

(c) one person with experience of teaching at a Technical or Secretarial College, to represent the interests of teachers;

(d) no more than two persons to represent any other interests considered by the Minister to be appropriate.

  1. ALTERNATE MEMBERS.

(1) The Minister may appoint an alternate for each member appointed under Section 6 (a) to (d) inclusive.

(2) The alternate shall represent the interests represented by the person for whom he is alternate.

  1. FUNCTIONS OF BOARDS OF STUDIES FOR TECHNICAL COLLEGES.

The functions of each Board of Studies for technical colleges are–

(a) to advise the Minister on each of the matters set out in Section 27(1) of the Act in relation to the curriculum for which the Board is responsible; and

(b) to advise the Minister on any other matter relating to the curriculum which it considers appropriate; and

(c) to consider any matter relating to curriculum referred to it by the Minister and to provide him with appropriate advice; and

(d) to carry out such other functions relating to the curriculum as the Minister may consider can conveniently be undertaken by the Board.

  1. PROCEDURES OF BOARDS OF STUDIES FOR TECHNICAL COLLEGES.

(1) Each Board of Studies for technical colleges shall meet at least once in each year and more often if convened by written notice to the members.

(2) A quorum at a meeting of each Board of Studies for technical colleges is 50% of their members of which the Chairman shall be one.

(4) The Chairman has a deliberative vote, and in the event of an equality of votes on a matter, also a casting vote.

(5) A Curriculum Officer in the relevant trade shall act as Secretary to each Board of Studies for technical colleges.

(6) Each Board of Studies for technical colleges shall cause minutes of its proceedings to be kept and the Chairman shall forward copies of the minutes through the Departmental Head to the Minister.

(7) Subject to this Section, the procedures of each Board of Studies for technical colleges shall be as determined by the Board of Studies.

  1. COMMITTEES OF BOARDS OF STUDIES FOR TECHNICAL COLLEGES.

(1) Each Board of Studies for technical colleges may appoint a Committee or Committees to advise it on curriculum matters.

(2) The membership and procedures of a Committee appointed under Subsection (1) shall be as determined by the Board of Studies which appointed it.

PART III. – BOARD OF STUDIES FOR TEACHER EDUCATION.

  1. MEMBERSHIP OF BOARD OF STUDIES FOR TEACHER EDUCATION.

Subject to this Regulation, the Board of Studies for Teacher Education shall consist of the Departmental Head or his nominee who shall be Chairman, and the following members appointed by the Minister:–

(a) three Principals of member Teachers Colleges, or their nominees to represent the interests of member Teachers Colleges;

(b) three persons to represent the views and interests of the Department of Education;

(c) one person nominated by the Papua New Guinea Teachers Association to represent the interests of the teaching profession;

(d) one headmaster of a demonstration community school to represent the interests of headmasters;

(e) no more than two other persons to represent any other interests considered by the Minister to be appropriate.

(1) The Minister may appoint an alternate for each member appointed under Section 11(a) to (e) inclusive.

(2) The alternate shall represent the interests represented by the person for whom he is alternate.

(a) to advise the Minister on each of the matters set out in Section 27(1) of the Act in relation to Teacher Education; and
