1 Short Title

This is the Budgetary Measures Act 2007.

2 Purpose

The purpose of this Act is to assist the government of Niue to deal with the difficult financial situation and the deficit projected for the 2006-2007 financial year by reducing expenditure levels.

3 Civil List Act 1999 amended

The Civil List Act 1999 is amended by repealing the existing Schedule and replacing it with the Schedule in this Act with effect from 22 February 2007 to 30 June 2007.

4 Public Service Salaries

Notwithstanding any other law, the salary and allowances of every Niue Public Servant as provided in their terms and conditions of employment are reduced by 10% with effect from 22 February 2007 to 30 June 2007.

5 Public Service Commissioners

It is hereby declared and enacted that the salary allowances and benefits of the Niue Public Service Commission are, in accordance with the Cabinet determination of 20 February 2007, reduced by 10% with effect from 22 February 2007 to 30 June 2007.

Part 2 - Allowances

Acting Minister’s allowance Payable to a Member when acting as a Minister
$45 a day in addition to remuneration as a Member
Clothing allowance
Premier $720 payable every 3 years
Minister $675 payable every 3 years
Speaker $450 payable every 3 years
Member $450 payable every 3 years

The allowance is payable on the person first becoming a member of the Assembly and is then payable not sooner than 3 years after the payment of any previous clothing allowance of any amount.
Overseas travel allowance Payable to the Premier, a Minister, a Member and the Speaker in connection with the person’s official duties-
To cover accommodation, meals and incidental expenses necessarily incurred in carrying out such duties
Daily amount as determined by the Niue Public Service Commission, reduced by 10%
The allowance may differ in respect of the office in the Assembly held by the person travelling and by the country or countries to be visited by the person
The allowance payable is to be reduced by an equal amount to any allowance that is to be paid by a person other than the Government of Niue to cover accommodation, meals and incidental expenses
Extra duties allowance Payable to a Member who at the request of a Minister and with the approval of the Premier provides assistance to that Minister in the exercise of that Minister’s official duties.
$45 a day in addition to Associate Minister remuneration as a Member
Select Committee Member’s Allowance Payable to a Select Committee Member who attends Select Committee Meetings
For meetings outside of normal working hours $63 per day

For meetings between 8.30am-12.30pm during normal working hours between $27 per day

For meetings during normal working hours between 8.30am and 4.00pm and beyond, $45 per meeting
Speaker’s Allowance Payable to the Speaker to cover costs incurred in relation to official duties and representation at functions
$900 a year
