An Act to abolish the Office of Planning and Statistics, as set forth under 10 MIRC Chapter 1, and to establish in its place an Economic Policy, Planning and Statistics Office.

§101. Short Title.


This Chapter may be cited as the Economic Policy, Planning and Statistics Office, 2003. [P.L. 2003-75, §1.]


§102. Establishment of the Economic Policy, Planning and Statistics Office.


(1) There is hereby established, within the executive branch of government, an Economic Policy, Planning and Statistics Office. [P.L. 2003-75, §2.]


§103. Purpose of the Economic Policy, Planning and Statistics Office.


(1) The Economic Policy, Planning and Statistics Office is established to act as an advisory body to the government of the day on matters of the economy of the Marshall Islands, and has the responsibility for the development of sound economic policies and strategic planning, based amongst other factors, the analysis of statistical data representing the various subject matters in the area of government operations and of the communities in the Republic, as set out under Schedule 1 of the Statistics Act 1986, (10 MIRC Chapter 10). §104. Organization of the Office.


(1) The Economic Policy, Planning and Statistics Office shall be directly responsible to the Office of the President and shall be headed by a Director, who shall be appointed by the Public Service Commission.


(2) The Economic Policy, Planning and Statistics Office shall comprise of;


(a) Policy and Strategy Development Unit;


(b)Performance Monitoring, Evaluation and Aid Coordination Unit;


(c) Statistics and Analysis Unit. [P.L. 2003-75, §4.]


§105. Duties of the Economic Policy and Strategic Development Unit.


(1) In the normal exercise of its duties, the Economic Policy and Strategic Development Unit shall be responsible for;


(a) providing advice on general economic policy, including periodic review of overall national development goals and strategies to Cabinet, through the National Policy Coordinating Committee;


(b) providing advice on general economic policy and planning, in order to assist the Ministry of Finance in the budget preparation;


(c) preparing the five (5) year rolling Economic Policy Statements to be updated annually. The Economic Policy Statement will identify the main economic goals and objectives and be supported by brief sector strategies;


(d) conducting economic and social studies, reviews and assessments as required.

§106. Duties of the Performance Monitoring, Evaluation and Aid Coordination Unit.


(1) The Performance Monitoring, Evaluation and Aid Coordination Unit shall be responsible for;


(a) providing advice on general economic policy in order to assist the Ministry of Finance in negotiations with external sources and lending institutions on programs and projects of assistance;


(b) conducting monitoring and evaluation of the Compact and related agreements;


(c) preparing and updating the Performance Score card;


(d) acting as the Secretariat for the RMI-US Joint Economic Review Board;


(e) preparing quarterly monitoring reports on budgets and major projects and programs for submission to the National Planning and Coordination Committee. [P.L. 2003-75, §6.]


§107. The Statistics Collection and Analysis Unit.


(1) The Statistics Collection and Analysis Unit shall be responsible for the collection, compilation, analysis and publication of certain statistical data and information and for matters incidental thereto.


(2) As such, in addition to the administration of this Chapter, the Director of the Economic Policy, Planning and Statistics Office is hereby designated;


(a) the "Census Commissioner" for the purposes of the Census Act, 1985; and


(b) the "National Statistician" for the purposes of the Statistics Act, 1986;


and shall exercise the powers, duties and responsibilities conferred by these Acts. [P.L. 2003-75, §7.]


§108. Staff of the office.


The Economic Policy, Planning and Statistics Office, through the Public Service Commission, may employ economists, statisticians, secretarial and clerical staff as may be necessary for the performance of its duties and functions. [P.L. 2003-75, §8.]


§109. Repeal.


The Planning Act, as set out under 10 MIRC Chapter 1 and all existing amendments thereto, are hereby deemed repealed in their entirety on the 30th day after the effective date of this Chapter . [P.L. 2003-75, §9.]


§110. Effective Date.


This Chapter shall take effect on the date of certification in accordance with the provisions of Article IV Section 21 of the Constitution of the Republic of the Marshall Islands.
