§ 101. Congressional ratification.
Before the President of the Federated States of Micronesia submits to the Government of the United States the official overall economic development plan as required by section 211(b) of the Compact of Free Association, the President must first submit such plan to the Congress of the Federated States of Micronesia for ratification by a vote of two-thirds of all the Members of Congress.

§ 102. Congressional ratification of amendments.
The President shall submit to the Congress of the Federated States of Micronesia for approval by a majority of the Members of Congress any substantive amendment to the official overall economic development plan.
